The Third (Expanded) Meeting of the 9th Session of the Pencil Specialized Committee of China Writing Instrument Association was Held in Fuzhou

The Third (Expanded) Meeting of the 9th Session of the Pencil Specialized Committee of China Writing Instrument Association was solemnly held at Juchunyuan Exhibition Hotel in Fuzhou City on October 12–13, 2025. Under the theme "Building on Past Achievements to Consolidate Foundations, Breaking Through and Upgrading to Create the Future", the meeting was hosted by the Pencil Specialized Committee of China Writing Instrument Association, co-organized by the CPC Minqing County Committee and the People's Government of Minqing County, and undertaken by Fuzhou Puluo Machinery Manufacturing Co., Ltd. Present at the meeting were Yang Chengjie, Chairman of China Writing Instrument Association, Ren Xiuying, Vice Chairman and Secretary-General, Liu Fengsong, Vice Mayor of the People's Government of Minqing County, Yan Zhijun, Vice Mayor of the People's Government of Luoning County. Also in attendance were Hu Shugang, Honorary Director of the Pencil Specialized Committee, Zhang Liyang, Director of the Pencil Specialized Committee, and more than 70 representatives from pencil enterprises nationwide. The meeting was presided over by Qin Weimin, Executive Deputy Director of the Pencil Specialized Committee.


Liu Fengsong, Vice Mayor of the People's Government of Minqing County, delivered a welcome speech, extending greetings to all delegates. He noted that Minqing County had witnessed rapid development in intelligent manufacturing in recent years, and hoped that Chinese pencil industry enterprises would further deepen industrial chain cooperation with intelligent manufacturing enterprises in Minqing to boost industrial vitality.


Yang Chengjie, Chairman of China Writing Instrument Association, delivered an important speech. He pointed out that the pencil industry is a vital segment of China's writing instrument industry, accounting for 22% of the total output value and 24% of total exports of the sector in 2024. Currently, the industry faces problems including overcapacity, saturated domestic markets, insufficient overseas market development, leading to internal competition and price wars, declining overall corporate profits, and consequently reduced willingness and capacity for R&D investment, slipping product quality and stagnant brand cultivation. Meanwhile, core raw materials such as graphite and clay suffer from supply shortages, quality degradation and price hikes, while high-grade pencil slats remain highly dependent on imports. In addition, falling domestic birth rates and the widespread use of electronic devices have shrunk the domestic market and intensified international competition, putting enterprises under mounting pressure. To address these challenges, Chairman Yang put forward three guiding suggestions: first, lead and improve product quality across the industry through scientific and technological innovation, and enhance production automation, digitalization and intelligence; second, boost industry profitability through brand cultivation; third, ease domestic overcapacity by exploring international markets, with a focus on markets along the Belt and Road, to raise international market share and brand influence.


Zhang Liyang, Director of the Pencil Specialized Committee, presented the Annual Work Report. He stated that China's pencil industry had maintained growth for three consecutive years, with progress in technological R&D, intelligent manufacturing and cost control, showing initial momentum in evolving from a major pencil producer to a strong one. Nevertheless, the industry was confronted with a new round of tariff and price wars, featuring a prominent gap between revenue growth and profit growth, and between profit growth and efficiency growth. In response, he urged consistent implementation of the "Three Products" strategy (increasing varieties, improving quality, creating brands), with emphasis on product design, quality enhancement, brand and standard development to strengthen international competitiveness. He also expressed hope that the industry would seize the wave of the Fourth Industrial Revolution led by AI, striving to build China into a genuine global powerhouse in pencil manufacturing.


Wu Jia, Secretary-General of the Drawing Instruments Specialized Committee and Deputy Secretary-General of the Cultural and Creative Alliance of China Writing Instrument Association, delivered an analysis of the economic operation of China's writing instrument industry in the first half of 2025, providing attendees with a clear picture of the industry's economic landscape. Following this, enterprise representatives delivered speeches on pencil equipment, brand and culture, pencil slat raw materials and other topics, sharing corporate experience and insights on industry trends in line with the meeting theme. Chen Hui, General Manager of Fuzhou Puluo Machinery Manufacturing Co., Ltd., spoke on "Future Development Trends and Transformations of Pencil Equipment"; Shen Congren, General Manager of Zhejiang Jiuling Brush Co., Ltd., addressed "Embedding Culture into Every Pencil"; Li Zhiqiang, General Manager of Shanxi Zehua Wood Industry Co., Ltd., presented on "Aiming High, Striving Ahead".


Ren Xiuying, Vice Chairman and Secretary-General of China Writing Instrument Association, issued the Self-Discipline and Integrity Convention of China's Writing Instrument Industry, emphasizing the importance of industry regulation and self-governance. Wu Jia briefed attendees on overseas exhibitions, offering information and opportunities for enterprises to expand into international markets.


Researcher Zhou Yueming from the Academic Committee of Shanghai Collectors Association interpreted the evolution of China's pencil industry from the perspective of his work *The World of Pencils*, providing historical references and cultural depth for industry development. Professor Huang Jianzhong, WTO Chair (China), Director of the Asia-Pacific Training Center and President of Shanghai Association of International Trade, delivered a speech themed "China's Open Economy and Corporate Business Opportunities Under the Impact of Reciprocal Tariffs", analyzing the impacts of international trade dynamics on the writing instrument industry and identifying potential opportunities.


After the meeting, all delegates visited Fuzhou Puluo Machinery Manufacturing Co., Ltd. Founded in 2005, the company is a national high-tech enterprise specializing in the R&D and production of intelligent writing equipment, and a leading manufacturer of pencil machinery in China. Its flagship "Puluo" and "Swallow" branded intelligent pencil equipment are well-received and highly praised by customers at home and abroad.


The meeting, with a rich and compact agenda, was a complete success. It enabled attendees to gain a deeper understanding of the pencil industry's current status, challenges and opportunities, strengthened connections and cooperation among industry stakeholders, built broader consensus on development, and clarified key priorities and directions for the sector.
